Partner in charge of the Technology, Media and Telecommunications, Consumer and Antitrust practice group. Cristian specializes in telecommunication regulation, technology, antitrust, consumer protection and data privacy. He is also well experienced in corporate law and litigation.


He worked for ENTEL from 2011 to 2020, acting as Strategic and Institutional Relations Manager in charge of regulatory and antitrust issues, M&A, concessions, participation in spectrum beauty contests, regulatory and antitrust litigation, including being involved in some of the most important industry cases.
Additionally, he represented ENTEL’s interests before different government entities, including but not limited to the National Economic Prosecutor's Office (FNE), the National Consumer Protection Service (SERNAC), the Undersecretary of Telecommunications, the General Comptroller's Office, the Council for Transparency and the National Television Council. Furthermore, he has made several presentations before the Chilean National Congress on behalf of the domestic telecommunications industry.


Prior to that, he was Chief Legal Officer (CLO) of ENTEL PCS from 1997 to 2011, in charge of all legal and corporate affairs.  


He was Chairman of the Legal and Regulatory Group of GSM Latin America (2000-2019), which is part of the Global System for Mobile Communications (the GSM Association); Director, Legal Secretary and Lawyer of GSM Latin America (2005-2011; ENTEL’s representative to the Policy Group for Latin America (PG Latam) (2011-2020).


Mr. Sepúlveda graduated from University of Chile Law School (1993) (LLB) and holds a Master of Laws degree (LL.M.) from Universidad Adolfo Ibáñez (2000). In addition, he has several post-graduate courses, including an Advance Diploma in Tax with maximum distinction from the Faculty of Economics and Administrative Sciences of Universidad de Chile, (1995); a Master of Arts in International Commercial Law, University of California, Davis, USA (2005); and courses in Antitrust and Regulatory from the Competency Centre of the Pontifical University of Chile (2009).


Cristian teaches law on different regulatory and antitrust matters and is a lecturer on specialized courses for professional training, including the Master of Regulatory Laws at PUC (2011-2020); the Master of Public Law Program at Finis Terrae University (2016 – 2020) and the Free Competition and the Personal Data Diplomas of the PUC Law School (since 2018 up to now).
In addition, he is Lecturer of the Economic, Commercial and Tax Law Department at Pontifical Catholic University of Chile law School (since 2013 up to now); and a guest lecturer at Public Law Department at the University of Chile Law School (2009-2020).
